Hi, my name is Jules Rojer and I work in the food industry, with my main focus on the meat and dairy sectors.

In 1987 I graduated as a veterinary surgeon from the Faculty of Veterinary Medicine at Utrecht University. I then worked for several years in various departments of the Dutch Ministry of Health, Welfare and Sport and the Ministry of Economic Affairs (formerly the Ministry of Agriculture, Nature and Food Quality) including the Netherlands Food and Consumer Product Safety Authority.

At these ministries I mainly worked in departments with responsibility for formulating and implementing policy for the meat and dairy sectors and export. I managed departments working in this field, and was also involved in setting up new departments.

I was interim External Operations Manager at the Netherlands Controlling Authority for Milk and Milk Products (COKZ) and Operations Manager at Qlip, the Netherlands quality assurance agency for the agro food industry. For a detailed list of my career achievements, please see my LinkedIn page.

With my wide-ranging experience in the food industry I have extensive knowledge of numerous aspects of this sector. In January 2014 I started my own business – Buro Food QA – so that other individuals and organisations could also benefit from my knowledge and experience.

1. Advice / Consultancy

One of Buro Food QA’s core activities is advising organisations in the field of food processing. I have previously advised numerous companies and government agencies, both in the Netherlands and internationally. I am also an independent technical expert for several Dutch and international food safety management certification schemes.

I can act as a project manager, or as a sparring partner for an organisation’s management team or Quality Assurance (QA) department. Thanks to my strong listening and analytical skills I am able to give expert advice on process improvement within organisations, and also on revitalising processes that have become gridlocked.

I have set up quality systems for a wide range of clients in the meat and dairy sectors, including quality systems for sustainability and for pasture milk. Sustainability is increasingly important in today’s society, particularly in the food industry. I can provide advice and assistance when your organisation wants to make use of a quality system to demonstrate the sustainability of your production, and I can also help in setting up other quality systems in the meat and dairy sectors.

I can provide specialist advice on the following quality systems:

– FSSC 22000

– BRC and IFS

– HACCP

– ISO 9001

2. Audit

If your organisation already has a quality system in place, and wants to test whether and how it fulfils the relevant requirements, an audit is a useful tool. And when you want to test the effectiveness of your quality system, an audit can also provide a solution.

Many organisations choose to call in an independent expert to carry out audits, so guaranteeing their independence. What is more, a specialist from outside of the organisation can often identify issues that are less visible to insiders.

I have many years of experience in carrying out audits, including a management role at a certification agency that was accredited by the Dutch Accreditation Council for ISO 17.020, ISO 17.021 and ISO 45.011. I also successfully completed the Lloyd’s Lead Auditor ISO 9001 course.

3. Interim QA management

As a highly experienced manager I can take the lead in change processes and in setting up new departments within organisations. In my vision, listening carefully to employees and being open to the ideas they contribute are essential. I never lose sight of the organisation’s strategy, and I bring out the best in its employees.

Process improvement in organisations is a key motivation for me. I derive inspiration from working with people, and I see it as a challenge to help organisations move up to the next level in their development.

4. Regulatory affairs

If your organisation works with food, then food safety is vitally important. And because food safety is so crucial, you inevitably have to deal with regulations at both national and European level. Sometimes it is difficult for organisations to know whether they comply with the relevant regulations, and how to do so.

Thanks to my years of experience with policymaking and the implementation of European and national legislation in the meat and dairy sectors I have a wealth of legal expertise in these areas. This means I can help to ensure that your organisation has all the right legal information at its fingertips, and that all the necessary measures are firmly in place.
